I've checked the official Atlassian's Statuspage for JSM but there haven't been any operational outages related to some unusual delays reported.
Have you started experiencing these delays in some recent time or has it been like that since the beginning? What timeframe are we talking about here? (minutes or potentially hours)
I know that it usually takes a couple of minutes for JSM notification to land in my inbox once a specific event has been triggered.

If you are from California or Singapore, you may experience this issue, because there is an active maintainance going on here: https://jira-service-management.status.atlassian.com/
