Is there a way to setup JSM to have a Email Distribution List self service portal where if a manager end user submits a ticket to add/remove other end users to their department email distribution list and is approved it will be able to do that via automation instead of manual intervention by the assignee of the ticket?

It can be done using automation and REST API. It all depends on what you are using for your email distribution. We are currently not doing this but because we use Okta it would very simple to use an automation that triggers an Okta Workflow that adds/removes a user from the list.
