How can you edit access request forms under Portal Groups that are available under the Help Desk? I am able to see them, but I am not able to open or do any editing to the form, that's used to create a specific request/ issue. Just shows a hand to re-align the list, not to open and edit the actual form.

In JIRA there is no way to really "sketch" your own form. You can move fields up and down but thats about it.
JIRA will build it's own screen out of that.
On the roadmap for cloud I find the following:
so I'm hoping this will give us some more control. Altho it doesnt specific if this is for request forms or the internal view.
if the problem is that you cannot even get to the list of fields that should just open up if you click on the item in the Request Type list.

When you hover over the item it should show the "trashcan" item and you can just click the item itself to open it and go in to the configuration.
