Not natively as far as I know.

You could try...

Marketplace: Look if there's an App which can offer this functionality. For example...
- CallCenter for Jira Service management (Server only)
IVR Vendors: Contact IVR vendors directly to see if they have an integration to Jira Service Management, or offer an App for this.

For Cloud, check out Chat, SMS< Voice and Video for Jira Service Management. It might be an integration to an external IVR, though.

I haven't seen a specific App for DC - but, that's where I'd contact IVR providers and see what they suggest for integration options :)
