On Server No, however what API token are you referring to? Please add more context or elaborate further on your question.

we are using on premise Jira service desk server and want to generate API token to have other system can use jira service desk API

As of Jira 8.14 I believe Personal API token is available Under Profile > Personal access tokens, do you happen to know what version you have? If yes, then you can use such and Integrate with other systems.
