We want to set up a KB portal within the IT service desk portal. My question is whether we require confluence to have the KB articles?
As mentioned @Ravi Sagar _Sparxsys_ , Yes, you will need to have Confluence (at minimum a Free plan) to utilize the built-in KB setup functionality in JSM.

You need license for editor to write articles but not for the customers to view from the portal.

In addition to what @Ravi Sagar _Sparxsys_ says, if you don't have Confluence you can sign up for the free plan and use those licenses.
