I'm looking for a way to integrate JSM and Workday so that when a new hire is entered into Workday, it creates 1 or more JSM tickets for the IT work that needs to be completed. Are there any apps or automations that can be utilized for this functionality?

Yes, there is currently a native integration between Jira Service Management Cloud and Workday via Automation. This is specifically designed for the use case: "New hire in Workday → Create 1+ tickets in JSM."

Native Integration (No extra apps required)
Key Prerequisites:
Plan: You must be on Jira Service Management Cloud (Standard, Premium, or Enterprise).
Permissions: You need Jira Admin access.
Workday Side: A Workday administrator must register an API client to allow the connection.
