What are the differences between IssueCollector and ServiceDesk plugins from functionality perspective?

They are quite different.

Issue Collector is a way to embed a simple issue create form onto a webpage. That's it.

 

Service Desk is a full Enterprise Service Management solution. There are so many features it's hard to start describing them all. SLAs, automation, customer portal, different request types, organizations, and that's just a start. I'd suggest taking a look at these links https://www.atlassian.com/software/jira/service-desk
