Deploying JSM in Vmware ESXi

I am tasked to deploy JSM into a VMware ESX on prem environment. The question is. Is there a deployable VMware template available that can be downloaded to deploy JSM or do we create a step by step build.  (I am a Jira virgin)

welcome to the community and thank you for your question. There are no predefined templates to deploy to an ESX. 
Your best bet is to follow the instructions in the setup guide here.

There are various options regarding your preferred operating system. These guides are very detailed and should help you get startet quickly.

In terms of sizing the vm, I would recommend this page.
