I hate to necro this https://community.atlassian.com/t5/Answers-Developer-Questions/How-to-activate-tab-in-JIRA-issue-screen-based-on-workflow/qaq-p/552449 but it's the best description of the issue I am encountering. The solution provided therein I presume is from a version too old to apply to current cloud.
My google fu is failing me, so I'm risking a ticket.
