Dashboard access lost

I have a dashboard that I have created many widgets on, but for some reason, yesterday, I was unable to edit it

We have tried admin, global admin, but the three dashes are not doing anything, and the owner is unable to edit as well.

Any ideas why this has happened, and if it can't be fixed, how do we delete a dashboard that no one can edit?
