You can defiantly add your own stylesheet that overrides the default styles. You will need to know CSS and take the time to implement the new style. You may run into issues when you update to a new release and would have to check everything again. There are a couple of marketplace apps that allow for the customization of the customer portal if that is what you are really trying to do.
