Customizaing customer portal login page

Hello,

We are  trying to make edits to the customer portal login page to modify he section this section:

Don't have a login?

Sign up for an account to raise and comment on requests

Sign up for an account

We've turned on public account creation to have external accounts created when clients email us; however, we do not want to have the option to 'Sign up for an account'. Edits were made to jira-servicedesk-3.11.1-REL-0014.jar soy/cv-signup-hint.soy, but the changes never show up when Jira is restarted. The changes were done in both Jira home and the Jira installation directory

We were hoping find out more regarding where Jira is grabbing this information?
