Not sure if this is by design or not but we are experiencing the following within Jira Service Desk.
Jira Service Desk will not show user accounts that are members of the project role “Service Desk Team”. In the example below, the user has several accounts. Their primary account, associated as a Service Desk Team member, is not showing. But their test accounts that only have Customers access, according to Service Desk are showing in this view. This service desk is being used for internal use, so we can have users who are both Service Desk Team members and Customers, so our agents need to be able to see them in this view.
I may be missing your point here. JSD agents will not and should not show under Customers. They will however show under project settings > people.
I should clarify a bit. I believe that this behavior is by design, our group that is working on standing up a new Service Management environment presented this question to me. I am posting on their behalf.
