My costumer are not getting any email notification when I have replied or add any public comment.
All the notifications are enable

Welcome to the Atlassian community.
Are you customers all managed by the same email server/provider (i.e. in one company)? Customers whose emails belong to their Employer and where that Employer manages their email service should check with the Employer to ensure the email service is not blocking the emails from your Jira instance.
Have you asked your customers to check their Spam and Junk mail folders?
Have you confirmed that absolutely none of your customers are getting any notifications?
