Is there a way to allow customers the ability to comment on tickets and upload attachments without allowing them to create new tickets?

I think you should change the permissions in the Permission Scheme. And remove the customer project role from the  Create issues.

I cannot try it now.

I hope it helps.

I had expected that too, however it didn't work 😕  By removing the create permissions (while keeping edit/comment/attachment permissions), the result ended up being that I couldn't add users to the participants field or reporter field and therefore they (as customers) couldn't access the ticket in order to view/comment on which completely defeats the purpose 😕

Did it work for you?  If so, what versions are you running?

I'm utilizing JSD v3.9.4 hosted on Jira Core 7.6.4.

Thanks!
