I created custom field, user picker (single). When I associated the field to screen and refreshed the associated issue using screen, it's not showing up.
There is already an existing user picker(single) associated to screen, that shows up without issue. I made sure both has the same context scheme, set to global. I do see the field when I go to issue configuration, but its not showing up on the issue itself.
This is the issue view itself.
When I access configuration, I see the field.

Check to make sue that your field isn't underneath the "Hide when empty" section.
Otherwise, you can check the context and make sure that it is globally available and available for all issue types.
