I am Jira external user and I wil, use jira defect tracking but whenever I will try create a ticket, "Create Button" is working as a scrolling bar so I am not able to create a ticket. This is not happening all the time only few times I have seen this issue.
Kindly help us with the needful.

Please state the actions you are taking, and show some screenshots of the actions you are taking, is this on a JSM portal, have you filled all mandatory options
If you are able to just use the portal to raise tickets, you will need to reach out the the owner of the Jira instance
As an action, can you try another browser, incognito window and/or clear you cache and cookies.
