We'd like to create a basic customer support portal where anyone can submit a request. Now the portal requires a username and password.

Anyone has succeed? Requiring customers have an access to Atlassian is non-intuitive.
Yes, it has worked fine for me, with several clients. Where is it going wrong for you? Are you skipping parts of it?

I simply don't find the option "Configuration" for JSM.
To allow login-free access for your whole instance:
Go to Administration > Applications.
Under Jira Service Management, select Configuration.

That suggests that you are not logging in with an account that has administration rights.

That's not Jira admin, it's site admin. You need to configure this in Jira.
