On JSM our support team try to create linked issue but they are encountering this error
We have checked the status page, everything seems to be operational. We can still create issue and link them one after the other but the main function that they use create linked issue is not operational.
For the record. Our team have been using this functionality up until today. But for to be clear, I've checked the linked issue permissions as well. Nothing is out of ordinary.

Best way to solve this/get more details about it will be asking Atlassian support (https://support.atlassian.com). Community don't have access to logs but support will be able to tell you more
