I am already in watcher list of JIRA task, but couldn't get email when assignee has been changed. What should i do to receive email for?
As Dave suggested, you need check you Notification scheme and make sure to check Issue Assigned event has All watchers in it.
FYI: Notification will trigger to you only when others change the Assignee field.
If all above are true, then you need check your configuration in the Outgoing Mail.

I am ready registered user on JIRA and also added my self on ticket watcher list, but even though when another user has changed the assignee on the ticket, I didn't receive any email notification regarding it.
So, It's strange thing for me that why didn't receive any email notification to me when assignee changed even though I am registered user on JIRA?
Please double check JIRA notification work-flow and can you olease update regarding it that why did not receive email to me?

To get an email you should register the JIRA. I have the similar issue that you have. Then I register the JIRA with help of windows tech support. It helps me a lot. You may contact them.

Check your notification scheme and verify that the watchers are added in all the appropriate notification items.
Also, be aware of the fact that you will not be notified when you alter the issue yourself.
