Is there a way to have two separate KBs, one in Confluence (internal) and one in JSM (external) but also have a way to publish or copy articles from the Confluence/Internal one to the JSM/external one?
By default, you can just share your Confluence content within your JSM site. Can you provide what do you mean by KB in JSM and KB in Confluence.
As a best practice recommendation - Avoid duplicating the same content in multiple areas.

Thank you for this prompt answer. To provide clarification, I want to be very careful to NOT accidentally publish internal information to an external audience. For example, I don't want to automatically share content created by engineers in the Confluence KB with customers using the JSM KB.
In the article you referenced, it says to use Confluence page permissions and/or labels to restrict which articles are returned in the search results. The concern I have is that it would take manual intervention to add permissions and/or labels and if this step were missed during content creation, articles would just automatically flow to the external KB.
In a perfect world, a workflow would be required to review and approve Confluence KB articles before they appear in the JSM KB.
Can a default template include a "private" label and then can I use a filter in the JSM KB to exclude any article that has the "private" label? While violating the duplication best practice you mentioned, without an approval workflow, I still think having a way to copy an article to the JSM KB would be the safer route.

Thanks for your updates. In my opinion, content publishing by the team should be responsible for the content (this including access control) in Confluence spaces.
In our organization, user training is the key which all of our internal users follows by adding the specific labels to their content. I am not a Confluence expert, thus I am no familiar on Confluence configuration. However, I am sure that creating a template which always contain the label assignment on the Confluence is possible.
