Cloning/Backup Jira Service Management instance without customers/users

Looking to backup/clone JSM instance to sub-production so that we can perform development/testing.  However, the last time we tried this it brought all our users and customers over and resent them the invite email to the new instance.

We need to prevent that email from going out to some 3,000 people.  Let me know if there is a way to do this or if you have an idea for us to try.
