I use this settings but my user are unable to edit or delete their own comments.
Permission helper told me everything is fine.

Could you open the workflow for the issue and have a look, if there are no workflow properties defined. Maybe a workflow property forbids adding a comment. You can find more info about workflow properties here (workflow properties can be defined for statuses and transitions):

What error message do they get? add a screenshot for a delete attempt. Does the edit /delete icon appear?hover? if the permission helper says you can do it than i would try a different browser.
Comments have role levels as well, i believe it is called comment security???
Make sure that the users have the correct roles as well to make and delete comments...
If you set the permission scheme to say "edit/delete own comments" for users, then that's all you need. Even if you set it to "anyone", it will do the job.
