Change to field on the IT side changes the field value on the Portal side

I am looking for help on how pass a field value from the IT service management ticket to the portal.   

We are adding a field called Target Completion Date to both the portal view and the service management ticket.  The functionality we're looking for is when the requester submits a request through the portal they will not populate the target date.  Then once IT reviews the request on their side and and comes up with an estimated completion date, they will populate the field and that new value will now display to the requester on the portal side.

Any suggestions on how to make that happen?

I'm not quite sure I understand the issue. If you make the field viewable on the portal then when the agent updates it the customer would see the updated value. What am I missing here?
