Even when logged in as admin I cannot create a new report because after clicking the "add new series" button nothing happends.

We might need more information on this issue. Can you capture a HAR file and share with us the full screenshot of the developer tools while trying to click the add series button.

Has there been any follow up on this issue? I am having the same thing. We use Jira Software and Service Desk in the Cloud. I went to create some custom reports in JSD and I add a name to the report and click on add series, and nothing happens.
