im currently trying out Jira Service Desk with a Confluence linked to it.
My intention is to say "no Issue can be set to done without linking a Confluence site to it". And if thats not possible "if a Issue is set to done without a Confluence site linked to it reopen the issue".
I´ve already tried out to define this with JQL but due to the button for linking a Confluence site is a function and not a parameter i could not find a suitable statement to do this.
I hope somebody can help me out. If anything is unclear please ask me for more information.

Hey @Kevin Scherle , using various plugins it seems possible to me. Likely someone will be able to give you a sample snippet, that will help you in one of those. Examples are Script Runner for Jira, Jira Miscellanious Workflow Extensions, Jira suite Utilities or maybe even Jira Workflow Toolbox.
Other than that, if you seek to have a confluence page for every issue of a certain set, you can also use an app called PagePrinter. This creates a Confluence Page automatically during transitions based on templates, and enters your issues data within placeholders in your Confluence template.
In your workflow you could have a Documentation step that has a user complete the page, before passing it over to Review or QA.
