I am trying to find out if this is possible. From what I can tell from reading forums you need to have Jira Admin as a role assigned. This is something we don't want to give ou.

If you are using a company-managed space, managing work types is tied directly to global issue types, workflows, and field configurations. This structure, unfortunately, does require global Jira Admin permissions to modify. But if "changing" is intended to change all Tasks into Stories, a User without Jira Admin permission can move them into a different work type.
If you are using a team-managed space, you do not need to grant global Jira Administrator rights for users to change work types and create up to 30 different.
