If I have created a classic Jira Service Desk Project can you convert it to external service desk?  I'm wanting to service external customers.  How can you add a domain of customers from a external emails source?

So external vs, internal are really just defended by the Customers you have in the project. So you can easily add external customers to the current project. Now if you are actually wanting a different workflow that is defined by the external project template you can simply modify your current project workflow, however if you ultimately want to use the external project template then create a new project of that type an move all issue from old to new.
