Can the free plan use the REST API for Jira software?

I want to know that can we use the Rest Api in the Jira software with the free plan and kindly provide the steps , Url or documentation  for making connection successful

Atlassian apps inherently use REST to communicate between themselves and with themselves, so yes there is no restriction to any /rest endpoints.
