Can the Comment (public and internal) or status buttons be moved around?

Can the Comment (public and internal) or status buttons be moved around?

Can the Comment (public and internal) or status buttons be moved around so their position is more convenient? For example we had a user in error click the Share with Customer rather than the Internal button, if the button positions could be switched we think this would be better? Also the same question when it comes to changing the statue of the tickets.
