My SaaS company uses Jira for software dev and Freshdesk for customer help desk inquiries via email and through a logged in portal.
I was wondering if Jira Service Management will let me group customer users so that they can view each others' help desk requests WITHOUT seeing requests from other customers.

Yes. Jira Service Management has a feature called Organizations which is used to group customers. On the request itself, if a customer is only assigned to one organization, it will default to sharing with the organization. Customers have the ability to either share with their organization or keep private. Users of other organizations cannot view issues from other organizations.
