Can customers outside of an organization share requests with customers inside the organization?

Dear all,

I have a specific situation and I am in need of your help. My organization has a large number of customers for a specific project and we need to create an Organization of 4 people whom they will receive the notification when a issue is created. 
The first impulse was to put all the customers in a single organization but we don't want them to receive a notification when ALL the others are creating. What we need is just 4 people (the superiors) to receive a notification from a list of 15 other customers.
Is there a way to create an organization of 4 to receive automatic notification from this list of 15 people outside of the organisation, and this group of 15 people will not be automatically notified whenever they create issues?

You cannot achieve this using Organizations. I would try to use Project Automation to alert the 4 customers while leaving all customers in a single organization. You will need to work out your automation conditions to ensure the desired customers are notified for the desired issues created by the customers. You will want to have the “organization added” customer notification disabled so that not all customers are notified with each create event.
