Can cascading list values be different on both the level

Can I have one level of field as dropdown and other level of cascading to radio or text button? or both filed always have to have dropdown itself?

Not natively - it's not something I've seen before either I'm afraid.

You could check the Marketplace to see if there's an app which might extend the functionality of your instance to meet your specific need? :)
