We're looking into creating a form that sends it's content to a different email address or at least won't create a ticket in Jira. Is this possible?
Setting email puller to "off" had no effect.

The short answer is no, you cannot make the form just send an email without creating a request. What you could do is to use automation that sends the email when the request is created, and then close the request.
