Hi,
Today on the Help Center page, that users get when they want to submit a ticket in Jira, there are only links to jira ticket creation pages.
Is it possible to instead of such a link, make a link to an external page like Sharepoint?
This in case users should not submit a ticket here, but do a different step instead, that we can explain on Sharepoint.
Or link the user to a different service.
This for us would avoid users creating tickets to us, that then need to be closed as they are not in our hands to fix.

These elements which you presented on the screen can't be modified. They are generated automatically based on the request forms' configuration.
Do you use Premium or Enterprise plan? It offers a new feature called Topics. Here is the link to the documentation: https://support.atlassian.com/jira-service-management-cloud/docs/create-and-manage-topics-in-your-help-center/
You can also add a link to the announcement banner, but I'm not sure it'll be visible to others.
My other recommendation (paid solution, free for up to 10 users) is the app developed by my team called Feature Bundle for Jira Service Management. Thanks to it, you can create highly customizable banners and put them on every page of the customer portal (also on request forms). It also includes many features, such as customer editing requests.
Another option is using the app to customize the whole help center, for example Refind for Jira.
