We allow customers to create customer/portal-only accounts on their own (limited to approved domains).
If I manually deactivate one of those user's access (not delete), does that user have the ability to reactivate the account?
If I delete the account instead, can they just recreate it?
It is my understanding that once a user account is deactivated, system (site) admins are required to support the reactivation process. User cannot reactive his/her account.
If you delete an user account, then the user should be able to re-create his/her account again against your site/env. Please take a look at the following links -

Typically, you should just deactivate an existing account and revoke product access of the account instead of deleting the account.

The only thing I would add is that, being portal-only accounts, there is no product access to explicitly revoke (but I suppose there could be a duplicate to check for under Product access).
