There has been noticeable delay with the sending of email notifications after the creation of two completely different (but major) incidents from separate projects.
It is my understanding that the defined timers behind the email batching configuration and the email queue may end up causing some delays and want to check if there is a way for me to be informed when the email queue has filled up and the emails have not yet been sent after a specific and expected time frame.

You should not see outgoing mail delays in JS, it should be less than a minute. Couple of things to look at. If you are using a custom email address it could be delayed on your end. If you are sending lots of emails to your employees you might have filtering or processing delays on your email server and should also check there.
