Hi @Gal Fatal it appears Server and Cloud are working the same where there isn't a way to restrict it to just one. I found this on Atlassian's Jira site, JSDCLOUD-12341 but that would only pertain to you after you upgrade to the Cloud. It wouldn't hurt to vote for and watch it, as it could get a little boost.
