We have our Success Managers submitting tickets via a Jira form. Right now, they are able to see all of their issues, but not other issues submitted by the rest of the team. Is there a way to give the "Customers" for one project the ability to view the entire queue of issues?

Ideally you should create the customer organization, where you add all the needed customers / requestors and then allow "Should new requests automatically be shared with a customer's organization?" in global settings. You can find that in Administration -> Products -> Configuration (under Jira SM).
