Is there a straightforward way to include all of the content from a form when using a rule to send a copy of a ticket to an external email address? Mapping all of our custom fields to Jira fields seems fraught with hazards.
There doesn't seem to be a smart value for "all of it".

You can try to set the form as an attachment at creation.
Then using a post function at creation, you can attach the attachment via a scripting plugin such as jmwe, powerscripts or scriptrunner via email.
This is an expensive option. If you don't have budget you are better off using the linked fields.
