Auto creating of users in a organization

Is there a way that users from a specific domain can be add automatically to an organization? So I add company x @domain.com to service project x. Then I would expect that all users coming from that allowed domain to be added as customer in the customers org.

But when allowing @domain.com doesn’t solve it, as new users get blocked with Signup is not currently available. What am I missing?
