Attempting to download a jpg from a jira service desk ticket results in the download of an htm file

Example.

A service desk agent uploads a .jpg file to a ticket for review by the user who submitted the ticket. 

The end user logs in to Jira on a browser (have tried 3 different browsers) and sees the file thumbnail. They click the thumbnail and it opens a new browser window with a 'download' icon in the upper right. 

The end user clicks the download icon to download the jpg file but what is downloaded is an htm file with the name of the ticket in it, such as AO-5455.htm  

We've tried, Chrome and Firefox on a Mac and Chrome/Firefox/Edge on a PC with the same results. We've also tried different tickets.

We don't have any issue downloading PDF's. 

The user can right click on the image and choose 'save image as' in order to download it, we just don't understand why the download link fails.
