Assigning users a task but they are not Jira agent.

Hi, 

I am trying to assign a task to a team member that have no Jira license. However, it shows that the users cannot be assigned issues due to lack of the license, is there any other alternative that I can assign task without having to purchase a license?

Hey @kaiyao 

Jira software requires users to be licensed and have access to the project to be able to be assigned issues.

• Check that you have invited the user and they have accepted the invite. Note that you will only get a bill once you reach your 11th user. https://www.atlassian.com/software/jira/pricing
• Go to your project and make sure they’re in the team members of it too, that will give them project access. https://support.atlassian.com/jira-service-management-cloud/docs/view-team-member-roles/

Hi @kaiyao ,

assignees have to be created as JIRA users, but they don't actually have to have active seat licences to get email notifications, etc. Under Admin/User Management/Create User you can add names and email addresses without having to assign them to any group.

What I meant is that I am unable to assign tasks to a specific user and looking deeper into it, I found out that users with no license cannot be assigned tasks regardless of their roles in Jira Service Management.
