We are currently using Jira Software Issues and would like to begin using Service Manager for Incident management. Will all customer service representatives need a Jira licenses to report an Incident?

Jira Service Management is licensed only to Agents (those that handle the requests). Reporting incidents through a portal page or via email requires creation of customer accounts which does not consume JSM licenses.
