Are SLA's not counted as "breached" until the SLA stops calculating?

I have a situation where we have SLA's that have breached their goal, but they are not being counted in %breached or Total Breached counts in the Reports.

Is this intended? How can I view tickets that have breached SLA but not stopped?

They are considered breached once the timer has reached zero. What are you looking at that conflicts with that? If you create a filter for breaches issues they should show in the results.
