I have some users who can´t be an approver and I do not know why (They can still be found). See screenshot. (A lot of users can approve, but not all).

I found a related support case about this same error. In that case, they found that the Service Desk project settings had been restricted to only allowed customers to share requests with other users in their same organization.
As an administrator, you can change this on a per project basis by going to the Project settings-> Customer permissions, and then change this option to use a value such as 'Any customer or organization by searching this project'.
In turn this could allow those users to select these other users. I know this isn't exactly the same thing as sharing a request, but I think there exists some underlying logic in regards to being able to first share the request with that account before you can make them an approver on the same request.
Try this and let me know the results.
If this does not solve the problem, could you tell me what version of Jira and Service Desk you are using here.
