We have an anonymous portal, is it possible to allow attachments to be added without logging in?
Either through addon, or changing some settings?
I cannot seem to find any specific documentation about it being possible, but i assume it is due to security risk?

Adding attachments anonymously is not possible. Even though it is called anonymous portal, you will still need to enter an email address for verification and an account will be created in the background.
If you need a way to upload files without any type of login, you might need to use another or an additional service.

Thank you for your response, does this mean that i can set the project up to allow the customer to create issues with just the mail, and then add attachments? Or do they have to go through the account creation flow?

yes, you got it right. The project needs to be configured in a certain way.

Bear in mind, that the customer will still get a notification to finish setting up his account.

Welcome to the community.
You can setup an email handler which will allow users to email the attachment and this will be logged as a default reporter (you can make a separate user for this). If users add the issue id in the subject, the description and the attachment will be added as a comment to the Jira issue.
AFAIK there are no other ways.
