Add Approvers for Customers

Hello everyone,
We are trying to look into the possibility of creating a list of users so that they can have the Approver role on a form so that, for example, if someone in the Finance department wants something, they will ask for approval from their boss before a task is generated. So far we have managed to get this to work, but with a catch.
I can only choose people if I am registered as an agent, however the idea is that all customers or users can choose their approver (Approvers have User-Admin rights and are in a list made by us) without being Agents or having Admin-User rights and this is not working. We use the free plan from Jira.
I don't know if the question is clear.

First I don't like the idea as, anyone could ask anyone to approve?

So I want this, an iPhone I can ask my colleague to approve!!!

Are al customers internal company users?

To set this up, you need to be able use a CMDB where all users are in and set a manager or and have an automation set the approver.

Rather this is not possible in a free tier option, ootb.

Check if there CMDB apps on the marketplace that can link a CI with a Jira user and are free.

To have this in Jira by default, you need a premium scubscription.
