Access to Board in a service project as a non-agent.

I have a service project with a board that I would like other internal users to have view-only access to.   I tried multiple permission settings to no avail.  I added users as admins to the project and gave them browse project permission.  The users can get to the project, just not see the board.

Welcome to the Atlassian community.

What type of license do the other internal users have? Are they licensed users of Jira (vs. Jira Service Management)?

If the users are licensed users of Jira, try adding them to the Service Team Member role in the JSM project, but don't give them a JSM user license. That makes them a Collaborator. It is unclear to me if they can then see the board, but it is worth a try.
